Cartman has a gift for reaching the most difficult kids in the school system. While their regular teacher, Ms. Garrison, is busy looking for a way to become the man he always intended to be, Cartman is put in charge. Soon after Cartman takes over, the kids' test scores are on the rise. Cartman decides to make a difference by working with some inner-city kids whom no other teacher has been able to reach. |

- The penis subplot of this episode alludes to the case of Thomas Beatie, the so-called "pregnant man".
- Cartman continually alludes to the Spygate scandal on how cheating works, and how not cheating (as in the Patriots' Super Bowl game) leads to failure.
- The school subplot is based on many movies, most notably Stand and Deliver, with "Mr. Cartmanez" being based on Jaime Escalante.
- The inner-city school in the episode is named "Jim Davis High School" (as in the creator of Garfield), the mascot was also the Tigers (an orange and black cat with similar colors as Garfield). Jamie Escalante worked at Garfield High School.
- The penis mouse's song is a reference to the Somewhere Out There number from An American Tail.
- The sketch of Garrison's penis by the police is a drawing of Micky Mouse circa 1920s with a large erection.
